It is a blooper IcyWinter. If you watch the scene you’ll see that Lilly pushes the credit card into part of the frame and then the door opens. What she should be doing is pushing the credit card in between the door and the frame to force the bolt back.
In fact the bit of wood Lilly is pushing the card behind prevents the card getting between the door and the frame.

Cold Case has not been released on DVD anywhere. It might never be released on DVD.
